Responsibilities

The Joint Powers Board consists of four members, two from the county and two from the City. The members meet periodically as necessary for the purpose of discussing problems or difficulties during the planning, design and construction of the building and the continued operation of the building and grounds.

The city manager and the County Commission assistant are nonvoting members of the committee. The committee has general authority concerning the planning, design and construction of the building and the continued operation of the building, however the following matters are subject to approval by both the County Commission and the City Council:

  • All bonds and financing
  • Annual operation budget
  • Approval of final design and plans
  • Bid of all contracts
  • Employment of architects and engineers
