- Is the epidemic controlled? o. Rt was above 1.0 for 11 of the last 14 days; community spread is currently substantial per DOH definition.
- Is the health system able to cope with a resurgence of COVID-19 cases that may arise after adapting some measures? Based on current census, Brookings Health System feels they can handle the lowest of the anticipated numbers (n = 2). However, staffing will be challenged, thereby limiting the ability to sustain care for the long-term, with the highest anticipated number (n = 10).
- Is the public health surveillance system able to detect and manage the cases and their contacts, and identify a resurgence of cases in Brookings?
a. Mitigation Level: Yes, according to BHS data (includes sentinel testing, multiple tests on same person, non-county residents) and state data using tests done (not unique people tested).
b. Suppression Level: No, test positivity is 15% based on BHS data and for state data there is a range of 6% based on tests done to 23% based on unique individuals tested.
c. Approximate Time to Receive Test Results: 1 to 2 days
d. Percent of Brookings population aged 16 years or older that has received at least one vaccine as of 4/8/21: 37%

Brookings County (substantial spread is 34+ new cases per week)
- 3,907 cases: 70 new cases this week vs. 103 in previous week
- 146 active cases (up from 145 last week)
- Test positivity among people tested (23%) & among tests done (6%); percent test positivity based on PCR tests only (DOH dashboard = 9%).
- The largest percentage increase and number of cases this past week was in the 30-39 year age group (4% increase, n=18).
- 143 ever hospitalized: 3 new admission this week vs. 6 in previous week
- 37 total deaths: 0 deaths this week vs. 0 in previous week
- 37% of Brookings residents aged 16+ years have received 1+ vaccines and 20% are fully vaccinated (not including VA & IHS).
- Cumulative cases per 100,000 population by week is given for counties with the 10 most populous cities (three slides; see county rankings below). Cases in most counties shown are declining; Minnehaha and Brookings counties had the largest number of cases per population cases in the past week.
- Brookings County mobility data was not updated this week.
South Dakota (substantial spread is 864+ new cases per week)
- 118,975 cases: 1,216 new cases this week vs. 1,389 in previous week
- 2,511 active cases (2,522 last week)
- 13% of cases this past week were among individuals aged 60+ years – this is up from 10% last week.
- Test positivity among people tested (24%) & among tests done (5%); percent test positivity based on PCR tests only (DOH dashboard = 9%).
- 7,087 ever hospitalized: 82 admissions this week vs. 112 in previous week
- 94 people currently hospitalized (down from 104 hospitalized last week) (17 currently in ICU)
- 1,938 deaths: 3 deaths this week vs. 11 in previous week
- 41% of South Dakotans aged 16+ years have received 1+ vaccines and 28% are fully vaccinated (not including VA or IHS); including VA and IHS, 47% of population aged 16+ years has received at least one vaccine.
- Vaccination rates in residents aged 20 years and older range from a low of 21% in 20-29 year age group to a high of 75% in the 80 years and older age group.
- 13.4% of South Dakotans have tested positive (11.1% of Brookings County residents): the age group with the highest percentage is 20-29 years (18.0% for SD & 15.0% for Brookings) followed by 40-49 year (17.8% for SD & 14.2% for Brookings).
- Overall, 6.0% of South Dakotans who have tested positive have been hospitalized ranging from 1.0% in the less than 20 year age group to 28.3% in 80 years and older age group.
- Overall case fatality rate (percent of people testing positive for COVID who die) is 1.7% and ranges from less than 1% in individuals less than 60 years of age to 1.9% in the 60-69 year age group, and increasing to 20.5% in the 80 years and older age group.
- Cumulative number of cases for K-12 and higher education: 10,842 & 3,799 cases in K-12 students & staff and 3,326 & 635 cases in higher ed students & staff.
