Brookings City Council

February 9, 2021 

 

The Brookings City Council held a meeting on Tuesday, February 9, 2021 at 6:00 PM, at the City & County Government Building Chambers with the following City Council members present: Mayor Keith Corbett, Council Members Patty Bacon, Leah Brink, Joey Collins, Oepke Niemeyer, Holly Tilton Byrne, and Nick Wendell.  City Attorney Steve Britzman, City Manager Paul Briseno, and City Clerk Bonnie Foster were also present.

 

6:00 PM REGULAR MEETING

Consent Agenda.  A motion was made by Council Member Wendell, seconded by Council Member Collins, to approve the Consent Agenda. The motion carried by the following vote: Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins.

3.A. Action to approve the agenda.

3.B. Action to approve the January 26, 2021 City Council Minutes.

3.C. Action on appointments to City Boards, Committees, and Commissions:  Board of Health: appoint Kassi Erickson (term expires 1/1/2024); Historic Preservation

Commission: appoint Jon Stauff (term expires 1/1/2024); and Park & Recreation Board:

appoint Ashley Ragsdale (term expires 5/1/20220).

3.D. Action to cancel the February 16, 2021 City Council Study Session.

3.E. Action on Resolution 21-014, a Resolution Designating Vote Center locations, and the appointment of Election Superintendents and Judges for the April 13, 2021 Combined Municipal / School Board Election.

Resolution 21-014

 

Resolution designating Vote Center Locations, 

and the Appointment of Election Superintendents and Judges for the April 13, 2021 Combined Municipal / School Board Election

 

Whereas, a City of Brookings Municipal Election will be held on April 13, 2021 for one

3-year term Mayor position, and two 3-year term City Council members; and

 

Whereas, as required by SDCL 9-13-16.1, the City Council must appoint Election

Superintendents and Judges and set their rate of compensation; and

 

Whereas, as required by SDCL 12-14-1, the City Council must designate the Vote Center locations; and

 

Whereas, the following superintendents and deputies are hereby appointed at a rate of

$14.50 per hour for Superintendents, $14.00 per hour for Judges, and a flat fee of $25.00 for the April 12, 2021 Election School: RESOLUTION BOARD: David Peterson, Larry Hult, and alternate Ken Ahartz; VOTE CENTER 1 – Brookings Activity Center, 320 5th Ave.: Norma Linn, Superintendent, Diane Spencer, Mardell Colbeck, Dolores Canaday, and Nancy Thompson; VOTE CENTER 2 – Bethel Baptist Church, 714 17th Ave. So.: Sue Knutzen, Superintendent, Kathy Waddell, Paulette Heesch, Deb Waltman, and Linda Thaden; VOTE CENTER 3 – Holy Life Tabernacle Church, 241 Mustang Pass: Bobbe Bartley, Superintendent, Ellen Herrboldt, and Karla Grayson;

VOTE CENTER 4 – Aurora Little Hall, 101 Nicolett St.: Ron Thaden, Superintendent,

Linda Schamp, and Gloria Pike; ABSENTEE/EARLY VOTE CENTER – City & County

Government Center, 520 3rd St. – Peggy Whalen, and Gloria Miller; ABSENTEE VOTE

CENTER PROCESSING – Larry Hult, Superintendent, Ken Ahartz, and Sue Sackman,

and alternate Barb Meyer; ALTERNATES – Peggy Whalen, Barbara Crosser, Gloria

Miller, Cathy Enlow, Julie Erickson, and Tim Reed; ELECTION NIGHT WORKER – Terry Heidemann.

 

Resolution 21-012.  A motion was made by Council Member Brink, seconded by Council Member Wendell, that Resolution 21-012, a Resolution to approve the purchase of fairway and greens mowers for Edgebrook Golf Course from Omnia Contract #2017025 through the Toro Company, be approved. The motion carried by the following

vote: Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins.

 

Resolution 21-012

 

Resolution Approving the Purchase of 2021 Golf Course Mowing Equipment

 

Whereas, the Parks & Recreation Department requests action to purchase (2) Toro

fairway mowers, (1) Toro greens mower, and replacement reels from the Omnia

Purchasing Group Contract #2017025 through the Toro Company.

 

Whereas, the new mower will replace existing 2009 mowers of the same type; and

 

Whereas, replacement of mowing equipment typically occurs on a 10-year cycle in order to reduce maintenance costs and breakdowns; and

 

Whereas, the 2021 Edgebrook Golf Course has a budget amount of $140,000. The total

price from the Toro Company is $153,004.00. The City will receive $14,800 in credit for

the trade-in value of old equipment bringing the total contract price to $138,204.00

 

Now, Therefore, Be It Resolved that the contract with the Toro Company in the amount of $138,204.00 be accepted.

 

Resolution 21-013.  A motion was made by Council Member Collins, seconded by Council Member Bacon, that Resolution 21-013, a Resolution to approve the purchase of a Zamboni Ice Resurfacer from Sourcewell Contract #030117-FZC through the Frank

J. Zamboni Company, be approved. The motion carried by the following vote: Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins.

 

Resolution 21-013

 

Resolution Approving the Purchase of a 2021 Zamboni Ice Resurfacer

 

Whereas, the Parks & Recreation Department requests action to purchase a Zamboni

Ice Resurfacer from Sourcewell Contract #030117-FZC through the Frank J. Zamboni

Company.

 

Whereas, the new Zamboni Resurfacer will replace the existing 2002 Olympia

Resurfacer. Replacement of ice maintenance equipment typically occurs on a 15-year

cycle in order to reduce maintenance costs and breakdowns; and

 

Whereas, the 2021 Larson Ice Center has a budget amount of $100,000. The total price

from the Zamboni Company is $105,692.15. The difference of the budgeted amount will

be offset with the sale of the 2002 Olympia Ice Resurfacer.

 

Now, Therefore, Be It Resolved that the City contract with the Zamboni Company in the

amount of $105,692.15 be accepted.

 

FIRST READING – Ordinance 21-004.  An introduction and first reading was held on Ordinance 21-004, an Ordinance revising Division 3 of Chapter 82 of the Code of Ordinances of the City of Brookings and Pertaining to Speed Zones in the City of Brookings, South Dakota. Public Hearing: February 23, 2021.

 

Ordinance 21-001.  A second reading was held on Ordinance 21-001, an Emergency Ordinance Amending Emergency Ordinance 20-029 to Extend and to Comprehensively Adopt Provisions to Address a Public Health Crisis and to Revise Certain Measures which are Necessary for the Immediate Preservation of the Public Health, Safety and Welfare of the City and are Necessary to Slow the Community Spread of Coronavirus (COVID-19) in the City of Brookings, South Dakota.  A motion was made by Council Member Bacon, seconded by Council Member Wendell, that Ordinance 21-001 be approved. Public Comment: Jason Merkley, President and Chief Executive Officer for Brookings Health System, Klint Willert, Superintendent of Brookings School District, Daniel Scholl, SDSU Vice-President, Bradley Walker, Bill Alsaker, Dr. David Meyer, Teresa Holloman, Rebecca Barber, and Russ Widhalm. The motion carried by the following vote: Yes: 5 - Corbett, Niemeyer, Bacon, Wendell, and Tilton Byrne; No: 2 - Brink, and Collins.

 

Ordinance 21-002.  A second reading was held on Ordinance 21-002, an Ordinance Authorizing Supplemental Appropriation #1 to the 2021 Budget - Parts 1 and 2. A motion was made by Council Member Collins, seconded by Council Member Niemeyer, that Ordinance 21-002 be approved. The motion carried by the following vote: Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins.

 

Preliminary Plat.  A motion was made by Council Member Niemeyer, seconded by Council Member Brink, that the Preliminary Plat for Lots 1 - 11, Block 21 and Lots 1 - 9, Block 22, Timberline Addition be approved. The motion carried by the following vote:

Yes: 7 - Corbett, Niemeyer, Brink, Bacon, Wendell, Tilton Byrne, and Collins.

 

Adjourn.  A motion was made by Council Member Brink, seconded by Council Member Niemeyer, that this meeting be adjourned at 7:11 p.m. The motion carried by a unanimous vote.
