Brookings City Council

February 15, 2022 

 

The Brookings City Council held a Study Session on Tuesday, February 15, 2022 at 5:30 PM, at the Brookings City & County Government Center Chambers with the following City Council members present: Mayor Oepke Niemeyer; City Council Members Leah Brink, Patty Bacon, Nick Wendell, Joey Collins, Wayne Avery, and Holly Tilton Byrne.  City Attorney Steve Britzman, City Manager Paul Briseno, and City Clerk Bonnie Foster were also present.

 

Agenda.  A motion was made by Council Member Brink, seconded by Council Member Wendell, that the agenda be approved.  The motion carried by the following vote:  Yes: 5 - Niemeyer, Brink, Wendell, Bacon and Wendell and Collins.  Absent: 1 -Tilton Byrne.

 

(Council Member Tilton Byrne arrived at 5:31 p.m.)

 

Workforce Housing Project.  Mike Struck, Community Development Director, provided an update on the Workforce Housing Project to the City Council and members of the public.  This project is located at 15th Street South and 7th Avenue South.  Clark Drew Construction is working with the South Dakota Housing Development Authority on

funding opportunities to proceed with an application for funding assistance from

the South Dakota Housing Opportunity Fund for this project.

 

Brookings City & County Government Center Bioretention Area.  Robin Buterbaugh, a member of the Brookings Sustainability Council, provided an overview of the installation of a bioretention basin located between the two parking lots south of the Brookings City & County Government Center to the City Council and members of the public.  This project started in the summer of 2021 as a graduate design project, a collaborative effort between the City and the SDSU Landscape Architecture and Natural Resources Management Department.  This project will help decrease stormwater runoff and highlight the benefits of native plants in stormwater management design.

 

SDSU Economic Impact Report.  Daniel Scholl, SDSU Vice-President for Division of Research and Economic Development, presented the findings of a study which focused on the economic contribution of public higher education to the City Council and members of the public.  The report presented represented SDSU's impact on the state and Brookings County, and was commissioned by the South Dakota Board of Regents.

 

Adjourn.  A motion was made by Council Member Tilton Byrne, seconded by Council Member Wendell, that this meeting be adjourned at 6:47 p.m.  The motion carried by a unanimous vote.
