NOTICE TO BIDDERS
HIGH SPEED ROTARY SNOW BLOWER
FOR BROOKINGS REGIONAL AIRPORT
Sealed bids will be received by the City Council of the City of Brookings, 520 3rd Street, Suite 230, Brookings, South Dakota 57006, at the Office of the City Clerk until 1:30 p.m. CST on the 29th day of March, 2022, for furnishing all equipment, labor, and materials as set forth in the specifications and performing all work, incidental thereto for High Speed Rotary Snow Blower, Brookings Regional Airport Brookings, South Dakota. All bids will then be publicly opened and read.
Specifications and bidding blanks may be inspected and procured at the City Engineer's Office, 520 3rd Street, Suite 140, Brookings, South Dakota, online at www.cityofbrookings-sd.gov, shall check the website for addendums. Questions should be directed to Helms and Associates at (605) 225-1212.
Each proposal must be accompanied by a certified check, cashier's check, or draft for five percent (5%) of the amount of the bid. Such check shall be certified or issued by either a State or National Bank, and payable to the City of Brookings, South Dakota. In lieu of a check, a bid may contain a bid bond for ten percent (10%) of the amount of the bid. Such bond to be issued by a surety authorized to do business in this State and payable to the City of Brookings, South Dakota. The check or bond will be retained by the City as liquidated damages if the successful bidder refuses or fails to enter into a contract and performance bond in accordance with the bid when notified. All bidders are required to hold all applicable South Dakota tax licenses. Bidder is required to furnish a Performance/Surety Bond in an amount not less than the contract price, for the faithful performance of the contract. Contractor shall promptly pay all persons supplying him/her with labor or material in the performance of the work provided for in the contract. By virtue of Statutory Authority, preference will be given to materials, products, and supplies found or procured within the State of South Dakota.
Award of Contract: The right is reserved, as the interest of the City of Brookings, South Dakota, may require, to reject any and all bids, to waive informality in bids received, and to accept or reject any items of any bid, unless such bid is qualified by specific limitation.
The bidder will certify that they and any of their subcontractors meet the requirements of 49 CFR, Part 29, regarding debarment, suspension, ineligibility and voluntary exclusion as further described in these specifications.
The City of Brookings, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The bidder will certify that they and any of their subcontractors will comply with "BUY AMERICAN CERTIFICATION (JAN. 1991)" as further noted in project specifications.
The contractor will comply with "BUY AMERICAN-STEEL AND MANUFACTURED PRODUCTS FOR CONSTRUCTION CONTRACTS (JAN. 1991)" as further described in project specifications.
Bids shall be submitted in accordance with the specifications. All bids must be signed and submitted in a sealed envelope and shall state on the left hand corner of the envelope “High Speed Rotary Snow Blower - Brookings Regional Airport.” Any bids received after the deadline will not be accepted.
No bids may be withdrawn after the time set for the opening of bids. The City of Brookings reserves the right to waive irregularities and to reject any and all bids.
